Hye Young Woo holds a PhD in Public Administration with a specific major in policy studies from Sungkyunkwan University in Seoul, Korea. She also holds a master's degree in public administration from the University of Oklahoma in the United States, a bachelor's degree in business management from the University of Maryland in the United States, and a bachelor's degree in theology from Alphacrucis University College.
She has served as a professor and lecturer at various universities and colleges, is a published author of five books, and is a long-time business owner.
